Is that a deep question? This is not a subject we should never talk about like Politics's, Finance, and religion is it? The truth is simple, leaders are not born, they are developed. In fact John Maxwell will argue that point. The truth of the matter is simple, if you can find the right balance between social, moral and business aspects of leadership, anyone can become a leader. Someone who is an effective leader is generally someone who leads by example and other people just tend to follow because they believe what that person is doing the what best.
